Este proceso deb\u00eda garantizar que las comunas, comunidades, pueblos y nacionalidades ind\u00edgenas, as\u00ed como poblaciones colonas ubicadas en el \u00e1rea de influencia, recibieran informaci\u00f3n clara y oportuna sobre el proceso licitatorio y pudieran expresar sus percepciones, inquietudes y expectativas. El desaf\u00edo consist\u00eda en dise\u00f1ar e implementar un proceso participativo territorial que combine comunicaci\u00f3n efectiva, respeto a la diversidad cultural y cumplimiento de los licitatorio y facilitar espacios de di\u00e1logo con actores locales.
