vial estatal del Ecuador requer\u00eda estructurar un sistema integral de gesti\u00f3n ambiental y social que permitiera ejecutar obras de infraestructura bajo est\u00e1ndares internacionales. El Ministerio de Transporte y Obras P\u00fablicas necesitaba desarrollar <strong>instrumentos t\u00e9cnicos que aseguren la identificaci\u00f3n, prevenci\u00f3n y mitigaci\u00f3n de riesgos socioambientales asociados a los proyectos de reconstrucci\u00f3n vial<\/strong>. Adem\u00e1s, el programa deb\u00eda alinearse con los est\u00e1ndares ambientales y sociales del Banco Mundial, lo que implicaba integrar mecanismos de participaci\u00f3n ciudadana, gesti\u00f3n de impactos sociales, transparencia institucional y cumplimiento normativo dentro de la planificaci\u00f3n y ejecuci\u00f3n de las intervenciones en la red vial
