The challenge

The development of the Topo, Topo II and Río Negro hydroelectric complex involved intervention in a territory with the presence of local communities, sensitive social dynamics and a high exposure to environmental and social risks. The company needed to strengthen its community engagement strategy to ensure responsible interaction with populations within the area of influence, comply with current environmental regulations and prevent potential scenarios of social conflict that could affect the continuity of the project. This required not only managing the social impacts associated with energy infrastructure, but also establishing effective mechanisms for dialogue, communication and cooperation with communities in the territory.

Our intervention

Antroproyectos implemented an integrated process of social management and territorial analysis aimed at understanding the community dynamics within the project’s area of influence. The work included field data collection, social risk analysis and the structuring of engagement strategies with local stakeholders, with the objective of strengthening the interaction between the company and local communities.

Methodology

The intervention combined qualitative and quantitative social research, primary data collection in the field and analysis of key stakeholders. Based on this process, community management tools, territorial monitoring mechanisms and communication strategies were developed, enabling the integration of social management into the operational development of the project.

Results

The project enabled the consolidation of a community management system aimed at preventing social risks, strengthening the relationship between the company and communities within the area of influence, and creating conditions for territorial cooperation that contribute to the operational continuity of the hydroelectric complex.

What we did differently

Antroproyectos approached community management as a strategic process integrated into project development, not merely as an environmental and social requirement. Our intervention combined in-depth territorial analysis, an understanding of local social dynamics and the creation of dialogue channels with community stakeholders. This approach made it possible to anticipate social risks, understand community expectations and design engagement mechanisms that strengthen trust and the social viability of the project in the territory.

Generated impact

The intervention strengthened the social viability of the hydroelectric complex through structured community management, reducing conflict risks, improving relationships with communities in the area of influence and creating conditions for territorial cooperation that support the continuity of the project.
