Consultancy for the design of environmental and social management instruments
The emergency resilient reconstruction program of Ecuador’s state road network required the structuring of an integrated environmental and social management system that would enable infrastructure works to be implemented under international standards. The Ministry of Transport and Public Works needed to develop technical instruments to ensure the identification, prevention and mitigation of socio-environmental risks associated with road reconstruction projects.In addition, the program had to be aligned with the World Bank’s environmental and social standards, which required the integration of citizen participation mechanisms, social impact management, institutional transparency and regulatory compliance into the planning and implementation of interventions within the state road network.
Antroproyectos carried out the consultancy to structure the key instruments of the program’s environmental and social management system. The work included the preparation of the Environmental and Social Management Framework, the Resettlement Policy Framework, the Stakeholder Engagement Plan and other instruments aimed at managing social and environmental risks and impacts in the implementation of the road reconstruction projects.
The consultancy combined technical analysis of national and international regulations, review of World Bank standards, secondary data collection and consultation processes with public institutions and relevant stakeholders. Based on this analysis, operational tools were developed for the management of social and environmental risks, citizen participation and the implementation of environmental and social safeguards in road infrastructure projects.
The project enabled the establishment of an integrated environmental and social management framework that facilitates the implementation of road reconstruction projects under international standards. The instruments developed strengthen institutional capacity to identify socio-environmental risks, manage impacts and ensure participation and transparency processes in the development of public infrastructure.
Antroproyectos approached environmental and social management as a strategic component for the sustainability of infrastructure projects, integrating international standards with the country’s institutional and territorial context. Our approach made it possible to translate complex regulatory frameworks into operational tools applicable to real projects, facilitating their implementation by responsible institutions and strengthening the environmental and social governance of the road reconstruction program.
The consultancy strengthened institutional capacity to manage environmental and social risks in road infrastructure projects, facilitating the implementation of the program under international standards and promoting greater transparency, participation and sustainability in public management.
